		<description>As I understand it (comprehend, not stand under) legislation is thought up by the civil service; either in response a problem ( which they may or may not have been instrumental in creating) or to forestall a problem. which when &quot;passed&quot; by the house become &quot;law&quot; which the civil service then is empowered to enfforce.
Does this not suggest that the parlimentary process is in fact superfluous to an extent, or that parliaments sole purpose is to provide a check to possible dictatorial behaviour by the civil service.
Also given that all such acts of Parliament are in effect just the corporate rules of what is really a private club.
As I am not, have not been ,nor am likely to be a member of that private club, how are its private rules applicable to me?
Especially as all such legislation is according to the maritime laws of contract and not common law.
All acts of Parliament have exemptions which are obtainable either by purchase or patronage, and as a consequence generally not available to the majority of the people.
Generally whose intrests does such legislation serve? In mine and in an increasingly vast number of others opinions legislation only benefits the people who create it, and the commercial intrests by whom they are sponsored.</description>
