Thus you keep proposal to lift swathes of people out of &#039;income&#039; tax altogether plus the shift from raxing work to taxing pollution AND IN ADDITION you get the 50p rate which will redress the balance further by taxing a higher proportion of the income of top earners AND provide an additional £2 billion to take even more swathes of people out of income tax altogether. It is a win-win situation.</description>
