Thus you keep proposal to lift swathes of people out of 'income' tax altogether plus the shift from raxing work to taxing pollution AND IN ADDITION you get the 50p rate which will redress the balance further by taxing a higher proportion of the income of top earners AND provide an additional £2 billion to take even more swathes of people out of income tax altogether.
