Typical public sector: incapable at the top of heeding the basic arithmetic that works out how many open counter positions they need, incapable of understanding that they are responsible for providing a public service, incapable of managing the modernisation needed to improve productivity. One can see why impatient Ministers decide to bring in the private sector – but that will not provide the necessary quality of service. The starting point for reform lies in renewal of the top ranks of the civil service – but somehow they have taken on the absolute power that used to be in the hands of the monarch, and refuse to be shifted.
