		<description>So what, please, do LDs propose to improve the quality of local govt, bringing the worst up to the level of the best? Inspecting after the fact isn&#039;t enough of an answer (as I have noted in an earlier comment about the specifics of child protection). We are seeing a growing layer of regulators, but not any such for local govt overall. In the areas where I work, CLG is simply absent, and DfT fumbles along in the areas where they interact with local govt.</description>
