<p>The Liberal Democrats have launched a petition against the closures, saying that they will affect residents travelling into central London and will also have a detrimental effect on local traders in Highgate High Street and Archway, who rely on shoppers travelling in on the tube.</p>
<p>Liberal Democrats on the Greater London Authority (GLA), concerned that the issue has turned into a fight between a Tory Mayor and a Labour Government, rather than focusing on the needs of Londoners, have launched a five-point plan to ensure a better upgrade of the Northern Line, without the mass suspensions currently planned.</p>
<p>Cllr Martin Newton, Liberal Democrat Transport Spokesperson, comments:</p>
<p>“Local residents rely on the Northern line to get around at weekends. Twenty months of suspensions just increases the misery faced by travellers on the ‘Misery Line’.”</p>
<p>Lynne Featherstone, MP for Hornsey and Wood Green, adds:</p>
<p>“We all want a better Northern Line, but not when local residents have to put up with 82 weeks of weekend closures.</p>
<p>“Many local traders in Highgate and Archway rely on trade coming from tube users. It is unfair for these businesses, already feeling the pinch due to the economic situation, to bear the brunt of these closures.</p>
<p>“I hope that local residents and traders alike will support our fight against the closures and the Liberal Democrats’ five point plan to a smoother upgrade of the Northern Line.”</p>

<p>Lynne Featherstone MP, Highgate councillor Rachel Allison and local Transport spokesperson Councillor Martin Newton spent Wednesday afternoon chatting with tube users at Highgate station and received strong support for their petition to get a better deal for commuters.</p>
<p>Local Liberal Democrats are concerned that local traders and residents will bare the brunt of the disruption caused by the 82 week plan, which is due to start on the 27th March.</p>
<p>The Hornsey and Wood Green MP has written to Transport for London (TfL) and Tubelines, urging them to consider an alternative five-point plan put forward by Liberal Democrats on the Greater London Authority which seeks to reduce the effect on local residents and traders.</p>
<p>Any Northern line user who wants to sign the petition should either go to <a title="blocked::http://campaigns.libdems.org.uk/northernline" href="http://campaigns.libdems.org.uk/northernline" target="_blank">http://campaigns.libdems.org.uk/northernline</a> or call Lynne Featherstone’s office for a hard copy of the petition.</p>
<p>Lynne Featherstone MP comments:</p>
<p>“We all want to see an upgraded Northern Line but the current plans will make residents suffer for almost a year and a half as the upgrade work is carried out on the Northern line – this is frankly absurd.</p>
<p>“It’s good to see that local residents share our concerns about how disruptive these works will be, and are keen to seen a less painful solution. By putting a strong case for a fairer upgrade deal to the people in charge I am hopeful we can get a better solution.”</p>
<p>Highgate Councillor Rachel Allison adds:</p>
<p>“I’m really worried that local traders in Highgate and Archway will suffer if their weekend trade is continually disrupted like this.</p>
<p>“From chatting to local Northern line users, it’s clear that a deal that doesn’t prolong the pain is preferable. Please take a minute to sign the petition and back our campaign.”</p>

			<content:encoded><![CDATA[<p>When I heard the magnitude of the scale of the closures that Tubelines want during their upgrade of the Northern Line I thought they must be taking the you know what!</p>
<p>Sixteen months of early evening closures and something like 83 weekends &#8211; and we are talking major closures &#8211; either the whole caboodle and/or north of Stockwell. They must be bloody mad!</p>
<p>I could say &#8216;I told you so&#8217; &#8211; &#8216;cos I did &#8211; endlessly when Labour forced the PPP (private public partnership) on us for the tube. The contract is a nightmare &#8211; and now we in North London (and the other end of the Northern line obviously) are about to be tortured endlessly by this dreadful arrangement.</p>
<p>Boris has woken up late &#8211; as usual &#8211; hope someone is checking what he said about the PPP! As Mayor he is now saying let&#8217;s change the contract to another private company. That would be out of the frying pan into the fire AND would cost a fortune to get out of the existing contract I bet. The shareholders wanting a slice is much of the current problem and definitely a huge whack of the ginormous price tag of £6 billion that Tubelines are asking for.</p>
<p>£6billion! It could be done for £4 billion I am sure &#8211; if the  shareholders and profiteers were not guaranteed under the PPP contract their rake off before the work even begins.</p>
<p>No &#8211; our best bet &#8211; is for Tubelines to want out of the contract themselves. Then LU / TfL who already had to rescue Metronet when they went under (the other private public partnership) to take over. Blimey &#8211; just when you think it can&#8217;t get worse &#8211; it does.</p>
<p>Having been Chair of Transport in London for nearly five years when I was on the London Assembly &#8211; and knowing a little bit about engineering and repairs as a consequence &#8211; I am sure that Tubelines have asked for way more closures than they need. The reason &#8211; well they would get charged a penalty probably if they over ran their agreed closure time &#8211; and so rather than risk penalties &#8211; I bet they have asked for loads more time in closures then is actually needed.</p>
<p>So &#8211; I have got my fingers crossed &#8211; just hoping that Tubelines want to get out of the kitchen!</p>

<p>In July 2008, Cllr John Oakes wrote to English Heritage, requesting that Bounds Green Tube Station be put forward for listing by the Department for Culture, Media and Sport , in order to protect the much-loved local landmark.</p>
<p>Cllr  Oakes, Liberal Democrat councillor for Bounds Green, comments:</p>
<p>“I have long admired our tube station, and the way its Art Deco style makes it an ornament and a focus for the area&#8217;s residents.</p>
<p>“After a tour with local MP Lynne Featherstone, to examine its excellent restoration by Transport for London, I was surprised to find that it had not been listed in the same way as Turnpike Lane and Arnos Grove, two other stations dating from 1932/3 and influenced by the legendary architect Charles Holden.</p>
<p>“So I asked the Bounds Green and District Residents’ Association and the Hornsey Historical Society if they would support my application, which they kindly did.</p>
<p>“I am delighted to say that the Minister for Culture, Media and Sport has now recognised  Bounds Green Tube as an historical gem and a very worthy addition to Haringey’s protected buildings by giving it a Grade ll listing.  This effectively limits any changes or extensions, so that its clean lines can be  enjoyed by many future generations.</p>
<p>“The Minister echoed my application, by drawing attention to the station&#8217;s ‘special architectural interest&#8230;which responds appropriately to its suburban setting, while boldly announcing its presence.”</p>
<p>Lynne Featherstone, MP for Hornsey and Wood Green, adds:</p>
<p>“Well done to all those residents who helped this wonderful campaign, to ensure a key piece of Bounds Green history is preserved.”</p>

<p>Finally I managed to get Transport for London (TfL), Haringey Primary Care Trust (part of the NHS) and me together in the same place to bang heads together about the need for better bus links to the new Community Health Centre on the old Hornsey Central Hospital site.</p>
<p>We have this wonderful new facility but, despite the transport issues being raised as a key issue at every public and private meeting (literally for years) by many people, nothing has been properly planned, delivered &#8211; or even promised for the future.</p>
<p>And of course now the new Health Centre is here &#8211; and operational &#8211; but not a new bus in sight. Loads of people joined in my campaign for a new bus to enable them to access the new centre when referred there from wherever they live in Highgate, Crouch End, Muswell Hill, Fortis Green or Alexandra wards by their own GP.</p>
<p>Imagine my shock when TfL said they had no idea that there were services were already being provided (with lots more to come) which would bring people from all over the west of Hornsey &amp; Wood Green to the new facility. TfL seemed to be under the illusion that the only thing happening was that two GP practices had moved in and only they would need transport.</p>
<p>To be honest &#8211; I couldn&#8217;t believe it!</p>
<p>Given the promises on transport, the supposed discussions on transport &#8211; to be sitting there listening to the two key agencies basically saying that there was such a gap in communication that TfL didn&#8217;t know that there was an ongoing and expanding need for access to the site from provision of new services on the site was truly shocking.</p>
<p>From this &#8216;discovery&#8217; TfL have now agreed to take away the issue and look at it properly. At least they now both seem to understand there is a problem with providing a major new health facility with no extra transport provision.</p>
<p>I have been contacted by many local people on the back of our campaign giving examples of problems they have encountered. One example is a team who have already moved into the new facility and whose clients will commonly have reduced mobility &#8211; albeit still very capable of getting on a bus if it can deliver them near to the health centre &#8211; are concerned about how their patients will get to them.</p>
<p>Another example is that of one local health worker who has contact with people with very differing needs in the borough who wrote to me to say that a number of people she is in contact with through her work have mentioned their concerns about the lack of usable transport links to the new site.</p>
<p>I don&#8217;t know what on earth has been going on &#8211; but you can bet my language to both the Chair of Haringey PCT and Peter Hendy (Commissioner of Transport in London) will be pretty strong as I bring this smartly to their attention.</p>
<p>Clearly this is a mess &#8211; and I just hope that both Haringey PCT and TfL sort it out now they have acknowledged that they haven&#8217;t even been looking at the right problem.</p>

<p>Although welcoming the long-awaited news, local MP Lynne Featherstone has today raised concern over the complicated details of the scheme. From January travelcard holders will need to get an extra electronic permit if travelling outside their travelcard zone making the scheme “unwieldy and overcomplicated” Lib Dems say.</p>
<p>The Oyster Extension Permit (OEP) system means that any residents with an Oyster travelcard, who need to travel outside their travelcard zone, will have to obtain an OEP before travelling to avoid having to pay a penalty fare. The OEP will not be available at train stations, but only from Oyster card retailers, like local shops, and from the ticket office at tube station.</p>
<p>The Hornsey and Wood Green MP has written to the London Mayor, Transport for London and First Capital Connect, to demand that the OEP system be dropped and for a simpler system to be introduced.</p>
<p>Lynne Featherstone MP comments:</p>
<p>“It’s great that we will finally be able to swipe in with Oyster Pay As You Go from January. This is long-awaited news and will make it easier for residents to use the trains.</p>
<p>“But sadly the system that the Mayor has negotiated with the train companies is unwieldy, confusing and overcomplicated. The idea of this Oyster Extension Permit is frankly ludicrous.</p>
<p>“I have raised this issue with the Mayor, TfL and the train company. Hopefully this absurd idea can be dropped.”</p>
<p>Cllr Martin Newton, Liberal Democrat transport spokesperson, adds:</p>
<p>“If you have to travel outside the zones paid for with your Oyster travel-card, you first need to go to a shop or a tube station to get this electronic permit. That means an extra trip and extra complication, and goes against the logic of using Oyster &#8211; which is meant to provide easier ticketing.”</p>

			<content:encoded><![CDATA[<p>Following a meeting with Transport for London (TfL) and the local health service to discuss better transport to the new Hornsey health centre, Lynne Featherstone MP has written to all involved parties, demanding they stop passing the buck and look seriously at how to improve transport to the Park Road site.</p>
<p>The intervention came following a recent meeting, where issues of poor communication and lack of responsibility from both TfL and the health service became evident. Despite a Liberal Democrat petition, a health service transport survey and the issue being raised in both public and private meetings, TfL appeared unaware of the new health centre’s planned range of services and wide catchments area.</p>
<p>The Hornsey and Wood Green MP has now written to TfL and the local health service, demanding they all take responsibility and ensure better communication so that the issue of improved transport to the site can finally be discussed in earnest.</p>
<p>Lynne Featherstone MP comments:</p>
<p>“I am astonished and frankly very angry that despite raising the issue of poor transport to the health centre on many occasions, the health trust hasn’t even bothered to make sure that TfL has all the facts and understands just how many people will be using this centre. That, if anything, is essential information when assessing the need for more buses!</p>
<p>“It’s so frustrating that no-one wants to accept responsibility- but the buck stops here. I’ve written to all responsible parties, and will be chasing them to make sure we get some real movement- because sadly for now the Hornsey hospital bus doesn’t seem to be going anywhere.”</p>

<p>We have this wonderful new facility &#8211; which we all hope is going to be filled with services that local people will access &#8211; making life much easier for all. Fly in the ointment is that despite this being raised as a key issue at every public meeting (and all the private ones I have had with TfL or the PCT) nothing has been planned or delivered &#8211; or even promised for the future.</p>
<p>And of course &#8211; now the new Health Centre is here &#8211; and operational. But not a new bus in sight. Loads of people joined in my campaign for a new bus &#8211; or more accurately bus links that would enable them to access the new centre &#8211; when referred there from wherever they live in Highgate, Crouch End, Muswell Hill, Fortis Green and Alexandra.</p>
<p>When the original hospital closed &#8211; they took away the W2 &#8211; but as it stood as of Friday &#8211; there were no plans for any new services at all. For the years of planning and campaigning that everyone has been involved in &#8211; it was always going to be needed &#8211; so imagine my shock &#8211; when at this meeting, which I had convened, TfL said they had no idea that there were services being (and much more to be) provided that would bring people from all over the West of Hornsey &amp; Wood Green to the new Centre when they were referred on by their GP etc. TfL seemed to have thought that all that was happening was that the two GP practises had moved in and only they would need transport.</p>
<p>To be honest &#8211; I couldn&#8217;t believe it!</p>
<p>Given the promises on transport, the supposed discussions on transport &#8211; to be sitting there listening to the two key agencies basically saying that there was such a gap in communication that TfL didn&#8217;t know that there was an ongoing and expanding need for access to the site from provision of new services on the site was truly shocking?</p>
<p>I don&#8217;t know what the hell has been going on &#8211; but I will be writing to the Chair of Haringey PCT, Haringey Council and Peter Hendy (Commissioner of Transport in London) to bring this smartly to their attention.</p>
<p>Coming out of this &#8216;discovery&#8217; the agreement was that TfL would now, in its new informed position, take away the issue and look at it. Haringey PCT would provide them with the report from the early transport study they commissioned (unbelievable that they hadn&#8217;t provided it already), their green travel plan (can&#8217;t imagine what that is if it doesn&#8217;t beg the question of public transport access). The PCT would provide some mapping &#8211; showing where GP surgeries are and where patients live &#8211; and therefore the gaps in public transport access to link into a route that serves the site.</p>
<p>At least they now both seem to understand there is a problem with providing a major new health facility with no transport provision. TfL kept saying it was well served by buses already &#8211; but then given they seem to have only been looking at the W7 trundling regularly in both directions between Crouch End, Park Road (where the health centre is) and Muswell Hill &#8211; they clearly haven&#8217;t even thought about other links at all.</p>
<p>I had been contacted by many local people on the back of our campaign to improve bus links to Hornsey. I can give you a couple of the examples from groups who have also backed this campaign which illustrate the point pretty clearly  I think. One local organisation who have moved into the new facility already and whose clients will commonly have reduced mobility &#8211; albeit still very capable of getting on a bus if it can deliver them near to the health centre. They are concerned about how their patients will get to them. Also another professional who has contact with people with very differing needs in the borough writes to me that a number of people she is in contact with through her work have mentioned their concerns about the lack of usable transport links to the new site. They were told by the Chair at the Mobility Forum that this wasn&#8217;t a pressing problem as there were only two GP practises present on the site.</p>
<p>Clearly &#8211; this is a mess &#8211; and I just hope that both Haringey PCT and TfL sort it out now they have acknowledged that they haven&#8217;t even been looking at the right problem</p>
<p>On a better note &#8211; Haringey PCT thought that any transport provision to get to services, for example, that had previously been provided by the Whittington that might in future be provided by the Health Centre, if NHS transport had been used to transport people to their hospital appointment &#8211; that same provision should hopefully be switched to the new facility. They will pursue that.</p>
<p>But then, to add insult to injury &#8211; and despite the consultation on moving the critical bus stop on Muswell Hill only just having finished &#8211; TfL now say that they can&#8217;t see where to accommodate the move onto the flat of the Broadway or the roundabout. They say it&#8217;s up to Haringey Council to decide if they want to do something up at the roundabout. It&#8217;s so easy (and much cheaper) for TfL to say &#8216;not me gov&#8217; &#8211; over to the Council or over to the PCT. And of course &#8211; in turn I have no doubt that the PCT and Haringey Council will say that it is TfL. So round and round that goes &#8211; with no one taking responsibility for ensuring that people can access the one bus that does go to the hospital direct from Muswell Hill &#8211; but which because it is sited on a steep, steep hill &#8211; is a hazard for those who are mobility impaired, mothers with buggies, wheelchair users and the older resident. 			<content:encoded><![CDATA[<p>After a successful campaign by Liberal Democrats Lynne Featherstone MP and London Assembly member Caroline Pidgeon to get a one hour ticket on London’s buses, the London Assembly last week unanimously voted in favour of the proposal, ensuring the Mayor of London will have to seriously consider the idea.</p>
<p>The cross-party agreement in the London Assembly for a one-hour ticket contrasted with Labour councillors in Haringey who last week blocked a motion supporting the same idea.</p>
<p>The suggestion, which would enable passengers to use more than one bus during a 60-minute period without paying more than £1.00, would be more affordable and convenient for Londoners who use public transport.</p>
<p>The unanimous vote in the London Assembly on Wednesday came after GLA Member Caroline Pidgeon presented the Mayor with a Liberal Democrat petition signed by 2000 Londoners.</p>
<p>Lynne Featherstone MP comments:</p>
<p>“Travelling from one end of my constituency to the other is not only tricky, but can also get expensive if you use Oyster pay-as-you-go, as you have to change bus at least twice. Having a one-hour bus ticket is a brilliant idea and really makes sense, not least from a green point of view.</p>
<p>“But it is very disappointing that, unlike their Labour colleagues in the London assembly, Haringey Labour can’t put politics aside and support such a sensible, green idea that would really benefit local residents.”</p>
<p>Caroline Pidgeon, Liberal Democrat transport spokesperson in the London Assembly adds:</p>
<p>“You can already switch from tube to tube on the same ticket, so it makes real sense to allow people to do the same with buses. It really is unfair that people who use Oyster pay-as-you-go have to pay a new fare every time they change buses.</p>
<p>&#8220;One hour bus tickets already operate successfully in Paris, Rome and Brussels. It is now time London caught up and gave bus users a fair deal.&#8221;</p>

			<content:encoded><![CDATA[<p>There is a bus stop on Muswell Hill &#8211; and Muswell Hill is aptly named. The steep gradient sees toddlers tumble, mothers with buggies hang onto them for dear life, wheelchairs needing restraining and older people picking their way fearfully to get to said bus stop. As for when it is wet or slippery&#8230;.</p>
<p>It has been there a long time &#8211; but what has changed is that this is the primary bus stop that local people in Muswell Hill will have to use to get to the new community health centre at Hornsey Hospital at the bottom of the hill.</p>
<p>We (Liberal Democrats) have campaigned successfully on this to the point where Transport for London (TfL) agreed to consult on moving this badly sited stop. I have now submitted my own and local residents submissions to that consultation.</p>
<p>My LibDem colleagues Cllr Martin Newton, Cllr Gail Engert and myself met TfL officers at the bus stop in the summer to point out how dangerous it was for the young, the old and the disabled. As TfL agreed to look into the issue I wrote to local residents to get their views on moving the bus stop and then included all responses in my submission to the consultation.</p>
<p>For example, one of the letters is from a woman in her seventies, trying to push her husband in a wheelchair down the steep slope, and literally having to bend over backwards not to lose control.</p>
<p>So &#8211; let&#8217;s hope that TfL are moved to action by the responses to the consultation.  </p>
